Chapter One General Provisions

Article 1 In accordance with the spirit of the document "Administrative Measures for the Construction of Student Associations in Central Colleges and Universities of the Communist Youth League, the Party Group of the Ministry of Education of the Communist Party of China", the Party Committee of Jilin Vocational and Technical College of Science and Technology (hereinafter referred to as our school) specially formulated these measures.
 




Article 2 Student associations are an important carrier for fulfilling the fundamental tasks of Lide and fostering people and promoting the "double discipline" education of our school. It is a mass student organization that carries out activities under the leadership of the Party Committee and the Youth League Committee. Generally divided into ideological and political education, culture and sports, voluntary public welfare, self-discipline and mutual assistance, and other categories.

The third basic task: guided by Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, adhering to our school’s philosophy of "cultivating morality and serving the country with science and technology" and the student code of conduct of "three important things to remember and eight points of attention" to give full play to the education of student organizations Human function supports the healthy and orderly development of student associations.

 

Chapter II Registration

Article 4 To apply for the establishment of a student association, the following conditions must be met:

(1) There are more than 20 students in the school jointly sponsored, the initiator has not been disciplined by the school, and has a good mass foundation, political consciousness, and organizational skills. The "double discipline" ranks within the top 50% of the class.

(2) Have a standardized name and corresponding organizational structure, and comply with laws, regulations, and school-level requirements;

(3) There are clear functional departments and college (department) party organizations within the school as business guidance units;

(4) At least one instructor; (see Chapter 3 for the relevant requirements of instructors)

(5) A standardized association charter, including the type, purpose, membership, rights and obligations of the association, organizational management system, financial system, and procedures for the generation of responsible persons.

Article 5 The materials for applying for the establishment of a student association include the preparation application, the basic information of the initiator and the proposed person in charge (including ideological performance, "double discipline" results, etc.), the confirmation letter of the instructor, the confirmation letter of the business guidance unit, and the draft association charter, etc. .

Article 6 Student associations implement an annual review system. The content of the annual review includes the roster of the club members, the work and learning status of the head of the club, the annual activity list, the work status of the instructor, the opinions of the professional guidance unit, the financial status, whether there are violations of discipline and regulations, etc. Register the student clubs that have passed the annual review. Put forward rectification opinions on the student clubs that fail the annual review. Article 8 In principle, enterprises, social institutions or individuals shall not establish specific named student clubs, associations and other associations in schools. If there is a need for naming, the student affairs department will take the lead in the preliminary review, and after the school party and government joint meeting determines it, report to the board of directors for approval.

Article 9 Student associations that have been established without approval or have been cancelled shall not carry out any activities. Members of the approved student associations shall not carry out activities in the name of the association without the authorization of collective research of the student associations.

Article 10 Under the leadership of the school’s party committee, the school’s youth league committee will take the lead in organizing the responsible persons of relevant departments to establish a student club construction management review committee, which is responsible for reviewing the registration and annual review of student clubs. The person in charge of the appraisal committee is the deputy dean and deputy secretary of the school in charge of student work. The review results must be submitted to the school party committee for approval before they can be implemented.

Article 11 The school party committee shall regularly organize and carry out investigations of student associations. Student associations that have not registered in accordance with regulations or are politically oriented, or carry out illegal activities, shall be banned in accordance with laws and regulations. For outsiders who abuse or fraudulently use school names to establish student associations (including new media platforms operated by them) to carry out illegal activities inside or outside the school without the permission of the school, in addition to banning them, the relevant persons in charge will also be held accountable in accordance with the law.

 

Chapter III Instructor

Article 12 The main responsibilities are: to guide the construction of associations, grasp the right direction, participate in association activities, conduct regular summaries, and strengthen contacts with the competent authorities.

Article 13 The instructor shall be the in-service faculty and staff of the school, with priority given to members of the Communist Party of China and the Communist Youth League, decent, upright and clean, enthusiastic about public welfare affairs, and dedication.

Article 14 The student work department of the party committee shall take the lead in establishing the selection and hiring mechanism of instructors, formulate selection criteria, and work with the Youth League Committee, the Party and the Masses, the Discipline Inspection and Supervision, and the Teacher Work Department to establish in accordance with the principles of individual application, organization recommendation, and two-way selection Instructor bank, and select instructors from the teacher bank. Encourage the selection and appointment of grassroots party organization secretaries, full-time and part-time organizers, and ideological and political teachers as instructors of ideological and political education clubs. The instructor adopts an appointment system, and each term of appointment is one year.

Article 15 The student work department of the party committee shall take the lead in strengthening the evaluation, assessment and encouragement of instructors of student associations. Include instructors in the training plan for the ideological and political work team of universities. The workload of the instructor shall be calculated and recognized with reference to the standard of a full-time teacher as a part-time instructor, enjoy the corresponding treatment, and incorporate the guidance of student associations into the ideological and political work of teachers and the performance of teacher ethics. Provide policy support for the instructors who are outstanding in the assessment of professional titles, awards and awards, and dismiss the instructors who fail the assessment in accordance with regulations.

 

Chapter IV Organizational Construction

Article 16 Fully protect the rights of student association members. The club members should be students in our school. The right to know the articles of association of the association, the right to apply to join or withdraw from the association, and the right to report violations of laws and disciplines to the higher authorities. Club members should register regularly and participate in club-related activities as required. Each student can join up to 2 student clubs.

Article 17 Improve the system of general meeting of all members of student associations. The student association to be approved for establishment shall hold a general meeting of members or a representative meeting of members, and elect the executive body of the association and candidates for the responsible person through the association charter. Registered student associations must regularly hold general meetings or member representative meetings and exercise their powers in accordance with the association’s charter.

Article 18 Strengthen the political leadership of student associations. Qualified student associations should establish temporary league branches to undertake the responsibilities of studying political theory and studying important matters of the association. The temporary league branch generally does not recruit league members, collect group fees, and do not elect group representatives.

Article 19 Improve the selection mechanism for the backbone of student associations. The candidate for the head of the student club must have a clear political stance and outstanding organizational skills, and the "double discipline" must be ranked within the top 50% of the class. Under the guidance of the Youth League Committee, they are selected through nomination recommendations, public elections, inspection and publicity, and review and approval. Specifically, it is implemented in accordance with the Regulations on Selection, Assessment, Rewards and Punishments of Student Cadres of the Committee of the Communist Youth League of Jilin Vocational and Technical College of Science and Technology (for trial implementation).

 

Chapter 5 Event Management

Article 20 Encourage student associations to carry out activities in accordance with laws and regulations. Innovate carrier forms, make full use of new media technology, and continuously enhance the attractiveness and appeal of community activities. Club activities can only be carried out after collective decision-making and the approval of the instructor and the approval of the professional instructing unit.

Article 21 Student associations and their members must not carry out activities that are inconsistent with their purposes, must not conduct purely commercial activities, must not participate in activities that violate laws and disciplines, and must not spread false opinions and opinions. The online and offline publicity and release of activity information by student associations must be reviewed and approved by the instructor and reported to the school league committee for approval.

Article 23 The student work department of the party committee shall, in conjunction with the Youth League Committee and other relevant departments, strengthen the standardized management and classified guidance of activities carried out by student associations and their members. For student associations that violate laws and regulations or school rules and regulations, the relevant responsible persons shall be given disciplinary sanctions in accordance with procedures based on the seriousness of the circumstances.

 

Chapter VI Strengthening Leadership

Article 24: Build a unified leadership of the party committee, with the student work department of the party committee taking the lead, specific guidance from the youth league committee, and the participation of relevant functional departments such as the party and the masses, supervision, security, personnel, and educational affairs. Incorporate the work of student associations into the school's "big ideological and political" pattern to plan and deploy, listen to reports regularly, and study and solve problems. The school league committee is responsible for the comrades in charge of the work of student associations, and cooperates with the responsible comrades of the departments in charge to participate in the management of the selection and appointment of student association instructors, and the study guidance of the backbone of the association.

Article 25 Strengthen party building and team building, and organically integrate party building, team building, student union building, and club building. The school league committee should strengthen the specific guidance to the student clubs of the school, establish a student club management department, and do a good job in the daily work of the student club construction management review committee and the specific affairs of the club construction management.

Article 26 The professional guidance unit assumes the main responsibility for the healthy development of student associations, supervises and guides the daily activities of the student associations it is responsible for, and responsibilities for the education and management of association members, and is responsible for the evaluation and identification of the work of instructors.

Article 27 In principle, student associations do not accept off-campus funding and do not charge membership dues. If there is a real need for funding, it is necessary to strengthen the legal compliance review of funding matters, and incorporate various funding funds into the unified management of school finance. The remaining property after the dissolution or cancellation of the student association shall be implemented in accordance with the relevant regulations of the school.

Chapter VII Supplementary Provisions

Chapter IV Organizational Construction

Article 16 Fully protect the rights of student association members. The club members should be students in our school. The right to know the articles of association of the association, the right to apply to join or withdraw from the association, and the right to report violations of laws and disciplines to the higher authorities. Club members should register regularly and participate in club-related activities as required. Each student can join up to 2 student clubs.

Article 17 Improve the system of general meeting of all members of student associations. The student association to be approved for establishment shall hold a general meeting of members or a representative meeting of members, and elect the executive body of the association and candidates for the responsible person through the association charter. Registered student associations must regularly hold general meetings or member representative meetings and exercise their powers in accordance with the association’s charter.

Article 18 Strengthen the political leadership of student associations. Qualified student associations should establish temporary league branches to undertake the responsibilities of studying political theory and studying important matters of the association. The temporary league branch generally does not recruit league members, collect group fees, and do not elect group representatives.

Article 19 Improve the selection mechanism for the backbone of student associations. The candidate for the head of the student club must have a clear political stance and outstanding organizational skills, and the "double discipline" must be ranked within the top 50% of the class. Under the guidance of the Youth League Committee, they are selected through nomination recommendations, public elections, inspection and publicity, and review and approval. Article 20 Encourage student associations to carry out activities in accordance with laws and regulations. Innovate carrier forms, make full use of new media technology, and continuously enhance the attractiveness and appeal of community activities. Club activities can only be carried out after collective decision-making and the approval of the instructor and the approval of the professional instructing unit.

Article 21 Student associations and their members must not carry out activities that are inconsistent with their purposes, must not conduct purely commercial activities, must not participate in activities that violate laws and disciplines, and must not spread false opinions and opinions. Student associations are not allowed to sign any form of contract or agreement with any unit, organization or individual outside of the school, and must not accept financial aid in private.

Chapter VI Strengthening Leadership

Article 24: Build a unified leadership of the party committee, with the student work department of the party committee taking the lead, specific guidance from the youth league committee, and the participation of relevant functional departments such as the party and the masses, supervision, security, personnel, and educational affairs. Incorporate the work of student associations into the school's "big ideological and political" pattern to plan and deploy, listen to reports regularly, and study and solve problems. The school league committee is responsible for the comrades in charge of the work of student associations, and cooperates with the responsible comrades of the departments in charge to participate in the management of the selection and appointment of student association instructors, and the study guidance of the backbone of the association.

Article 25 Strengthen party building and team building, and organically integrate party building, team building, student union building, and club building. The school league committee should strengthen the specific guidance to the student clubs of the school, establish a student club management department, and do a good job in the daily work of the student club construction management review committee and the specific affairs of the club construction management.

Article 27 In principle, student associations do not accept off-campus funding and do not charge membership dues.
